For traveling commercial install crews, reciprocity agreements and dual-state withholding rules get applied per state pair. Resident state credit logic runs automatically. W-2s generated for all W-2 employees with state-specific boxes filled. 1099-NEC bulk filing for every subcontractor you paid $600+ during the year (very common in solar, independent sales reps, freelance designers, day-labor crews). If you cross 50 FTEs (ALE status), you must file Form 1095-C for every full-time employee and 1094-C with the IRS. Which states does Zoho Payroll currently cover?
As of early 2026, Zoho Payroll handles state tax filing in approximately 25 U.S. states, coverage is actively expanding. Major solar states like California, Texas, New York, Florida, Massachusetts, New Jersey, Arizona, Colorado and others are covered. For states not yet supported, we run a unified integration with Gusto or Rippling under your single employee record so you never have to log into two payroll tools. Ask us during the consult; we'll give you a straight answer for your specific state(s).
How do you handle multi-state crews?
For traveling commercial crews, say, an Arizona-based installer working a Nevada utility-scale job and a New Mexico project in the same pay period, we configure dual-state withholding with reciprocity rules where they apply. The resident state takes the credit for taxes paid to the work state. State unemployment (SUI) is typically paid to the state of primary work. We map every state pair you operate in during the implementation.
Can you migrate us off ADP / Gusto / Paychex?
Yes. Migration is included on the Pro and Enterprise tiers. We bring across YTD wages, all deductions, employer match-to-date, accrued PTO balances, year-to-date tax withholdings, and historical pay stubs. Most migrations land cleanly within a 2-week window (start of a quarter is ideal but not required). We've done 150+ ADP/Gusto/Paychex migrations for U.S. solar companies.
Prevailing wage for federal solar projects, really?
Really. Davis-Bacon applies to federal-funded projects (federal carports, federal building solar, USDA Rural Energy solar). State prevailing wage laws apply to public-works projects in California (Labor Code §1771), New Jersey, Illinois, New York and many others. Our Enterprise tier configures wage determinations by trade classification, apportions fringe benefits (cash or bona-fide plan), and auto-produces WH-347 certified payroll reports. You upload to LCPtracker or DOL with one click.
Crew payroll vs. office payroll, same system?
Same system, different rules. Hourly install crews get FLSA OT (federal > 40/wk, plus CA daily > 8/day where relevant), geo-fenced time entries, prevailing wage where applicable. Salaried office staff (PMs, ops managers, sales reps) get exempt classification and standard pay runs. Both run on the same Zoho Payroll tenant, the same pay calendar (or different, your choice), and roll into the same GL in Zoho Books.
What about workers' comp and SUTA rate changes?
Workers' comp premium audits flow off the same wage-by-class-code data Zoho Payroll already tracks, we configure your specific class codes (8709 solar installer, 5538 sheet metal, 8810 clerical) at setup. State unemployment (SUTA) experience-rated changes get updated each January (and mid-year for states that adjust) via a quick rate update, typically a 10-minute task we handle inside the support window.
