Migrate from Gusto to Zoho Payroll with a US partner

Payday can’t slip. Every stub, tax line and YTD total has to read the same after the switch.

We move your payroll off Gusto while Gusto keeps paying your people. Employees, pay rates, deductions and benefits are rebuilt in Zoho Payroll, this year’s pay runs come across as prior payroll, and one pay period gets checked side by side before anyone is paid from Zoho. We aim the first Zoho pay run at the start of a quarter, so each quarterly return has a single filer.

01What moves, what changes, what stays behind

What a Gusto to Zoho Payroll migration carries across

People and pay setup come over through Zoho Payroll’s employee and salary imports. This calendar year’s Gusto pay runs come over through Zoho’s Prior Payroll tool, which exists so your YTD wages, taxes, benefits and deductions are right on day one. Earlier years stay in your Gusto records, and a few things get set up fresh.

Comes across

  • Employee recordsNames, addresses, hire dates, work locations and IDs, loaded from a CSV or spreadsheet export.
  • Salary detailsHourly rates and salaries, through Zoho Payroll’s separate salary import.
  • This year’s pay runsEvery Gusto payroll dated this calendar year, loaded as prior payroll before the first Zoho run.
  • YTD totals per personGross wages, withholding, Social Security, Medicare, benefits and deductions, built from those prior runs.
  • Withholding electionsFederal W-4 and state withholding choices for each employee.
  • Benefits and deductions401(k), health, HSA and FSA deductions, plus garnishments, set up and assigned per person.

Comes across in a new shape

  • Pay schedulesZoho Payroll runs one active pay schedule per organization. Two Gusto schedules mean a decision first.
  • Work statesEach state you pay in becomes a work location. More than one state needs the Professional plan.
  • Custom earning typesRecreated as earnings types, with the same tax treatment as in Gusto.
  • Time offPolicies are set up again, and each person’s Gusto balance is entered as their starting balance.
  • Accounting syncGusto’s ledger export gives way to a Zoho Books journal after every pay run.
  • Processing timingPay runs get approved at least four business days before payday, unless Zoho approves you for next-day processing.

Set up again or kept on file

  • Earlier yearsZoho Payroll imports the current calendar year only. Old stubs and W-2s stay in your Gusto exports.
  • Filed returnsQuarterly and annual returns Gusto already filed are downloaded and archived with you.
  • Tax accountsEIN, state withholding and unemployment account numbers, deposit schedules and SUI rates are entered fresh.
  • Bank detailsThe company account goes through Zoho’s bank verification, and employee deposit accounts get re-checked.
  • ContractorsContractor pay moves to Zoho Books as bills, with 1099-NEC e-filing from there.
  • Hiring and onboardingOffer letters, documents and onboarding checklists move to Zoho People and Zoho Sign.

One timing rule worth knowing early: Zoho Payroll won’t take prior payroll after you process your first pay run in it. So Gusto’s last pay run has to land in Zoho before Zoho’s first one is approved, and we plan the dates around that.

State taxes we flag before you sign: Zoho Payroll calculates a short list of taxes it doesn’t remit, such as Hawaii SDI and New York paid family leave and SDI, and some local taxes. If one applies to you, you’ll know who pays it.

02For whoever runs payroll

Can a Gusto to Zoho Payroll migration go wrong on payday?

Only if someone skips the checks, and the plan is built so nobody can. Gusto keeps running payroll until a Zoho pay period has matched it to the cent. Employees shouldn’t feel the switch at all, apart from a new portal invite.

A note from our founders

Since 2025 we have moved running businesses onto Zoho across more than 300 projects. Payroll is the move where people worry the most, and fairly so, because a paycheck that arrives late or light lands on a person, a household, a rent payment.

So we keep Gusto in charge until Zoho Payroll proves itself on your own numbers. Your payroll lead checks every line before anything changes. Trust the process. Your team gets paid on time, and so do the tax agencies.

Gusto pays that period as normal. We trace the line that differs, fix the setup in Zoho Payroll and check the next period too.
Someone gets a raise or a bonus mid-move.
It goes through Gusto, and the catch-up pass loads it with the last Gusto runs, so it lands in that person’s YTD.

03Why the YTD numbers matter

Switching from Gusto mid-year: how YTD wages and taxes carry over

A W-2 covers the whole calendar year, and several payroll taxes stop or change once a person crosses a yearly limit. Zoho Payroll can only get those right if it knows what Gusto already paid. Follow one sample employee, switched on July 1, through the five numbers that depend on it.

  1. 1

One W-2 for the whole year

Next January, each employee gets a single W-2 covering January through December. Gusto paid the first half, Zoho the second, and Zoho prints the totals because it holds both.

  2. 2

    Social Security wage base

Social Security withholding stops once wages pass the yearly wage base ($184,500 for 2026). For a high earner, a Zoho Payroll that starts from zero would keep withholding after the cap.

  3. 3

    FUTA and state unemployment

Federal unemployment tax applies to the first $7,000 per person each year, and state unemployment has its own wage base. Most of your team crossed those in Gusto, so Zoho shouldn’t charge them again.

  4. 4

    401(k) yearly limit

Employee deferrals have an annual IRS limit. Zoho Payroll needs the Gusto-era deferrals to know how much room each person still has.

  5. 5

    Time off balances

PTO isn’t a tax, but it’s what employees check first. The hours each person had left in Gusto become their opening balance, and accrual carries on from there.

Sample employee and amounts. The wage base and limits change every year, and Zoho Payroll applies the current ones.

Where the switch should landMid-quarter, Gusto and Zoho would each hold part of the same Q2 return.

Quick Move

  • One state, one schedule, a clean start

Your real scope and fixed fee come out of the Migration Assessment.

06Migration packages

Gusto to Zoho Payroll migration packages

Three sizes cover most Gusto accounts. What moves you up is the number of states, how much of the year has already been paid, and what sits around payroll, like contractors and time tracking. The fee for each is fixed once we have seen your account.

Quick Move

One state, switching on January 1

  • Zoho Payroll Standard set up for your state
  • Employees, pay rates and withholding imported
  • Benefits, deductions and time off policies
  • Opening PTO balances entered
  • One pay period checked side by side

A fixed fee in the BRD you sign, settled before your first employee record moves

Standard Move

Mid-year switch at a quarter start

  • Everything in Quick Move
  • This year’s Gusto pay runs loaded as prior payroll
  • YTD validation report per employee and in total
  • Garnishments and custom earning types
  • Zoho Books journal mapping
  • Q-end filing handoff agreed with Gusto and your CPA

One fixed fee written into the BRD, however many pay runs the year already holds

Complex Move

Several states, more moving parts

  • Everything in Standard Move
  • Zoho Payroll Professional with a work location per state
  • Two Gusto schedules merged into one
  • Contractors moved to Zoho Books with 1099-NEC
  • Time tracking and onboarding moved to Zoho People
  • Pay run approvals and a rollback plan

Fixed in the signed BRD state by state, so a new work location never reopens the price

Migration Assessment

07How the move runs

The Gusto migration process, step by step to your first Zoho payday

Fifteen steps, grouped in four stretches. Gusto runs every payroll until step 14. Steps tagged Migration exist because you are leaving Gusto, and a brand-new Zoho Payroll setup would skip them.

Steps 1 to 5

Plan and agree

  1. Discovery call freeHeadcount, states, schedules, benefits and who approves payroll today.
  2. Timeline check MigrationGusto bills monthly, so the date that matters is a quarter start. We set the stopper date: Gusto’s last pay run.
  3. Migration planSwitch quarter, plan choice, what gets rebuilt, and a fixed fee.
  4. Migration BRD MigrationField map, earning and deduction list, state tax accounts, acceptance checks on YTD totals, and the cutover and rollback plan. On bigger moves it is often the deliverable of the paid assessment.
  5. Sign-off by team MigrationPayroll, HR and finance each sign through one named contact, plus your project owner.
Steps 6 to 10

Build and sample

  1. KickoffAccess, roles, the weekly check-in and the freeze rule: no new earning types in Gusto during the move.
  2. Delivery scheduleEvery date counted back from the stopper date and the first Zoho approval deadline.
  3. Zoho Payroll setupTax accounts, work locations, pay schedule, earnings, benefits, deductions, time off and Zoho Books mapping, shown in review demos.
  4. Sample migration MigrationA handful of people per team, hourly and salaried, with their YTD.
  5. Sample sign-off MigrationEach team lead checks their people’s rates, deductions and balances.
Steps 11 to 13

Load and prove

  1. Full load and catch-up MigrationEveryone, then the last Gusto runs as prior payroll, with a validation report of YTD totals.
  2. Side-by-side checkGusto’s last pay period recalculated in a test copy of Zoho Payroll and compared with what Gusto paid, line by line.
  3. TrainingYour payroll admin runs a practice pay run; managers and staff get the portal. Manuals and recorded videos included.
Steps 14 and 15

Pay and settle

  1. First Zoho paydayApproved at least four business days ahead. Gusto turns read-only and the rollback window opens.
  2. Hypercare, then close Gusto MigrationWe stay through your first quarter-end filings. Gusto is cancelled only once you confirm it filed its last quarter and you have your records.

08Work back from your paydays

When should your Gusto migration start?

Gusto has no annual contract, so the date to plan around is the latest you want to be paying for it. Enter that date and a recent payday. We find the last quarter start that leaves Gusto time to file its final quarter, mark Gusto’s last pay run and Zoho’s first, and count the fifteen steps back from them. • Mon
      Payroll admin

Opens Pay Runs. The first Zoho run is already drafted from the pay schedule, hours are in, and everyone’s YTD sits on their record. Review, then approve, four business days before Friday.

    • Mon
      Employees

Accept the portal invite on web or phone. Their PTO balance shows the hours Gusto had, and old Gusto stubs are still in their downloads.

    • Tue
      Managers

Approve last week’s time in Zoho People, which feeds the next run without anyone retyping hours.

    • Fri
      Everyone

Payday. Net pay lands by direct deposit, and the stub reads like the Gusto one did, with YTD columns that carry on from it.

    • Fri
      Owner and CPA

A journal for the pay run is already in Zoho Books, and Taxes and Forms shows each deposit and filing as pending or done.

    10Before you switch

What can trip up a Gusto migration, and what keeps it quick

Payroll moves go wrong on dates and tax accounts far more often than on data. Run through this list. Anything you can tick now comes off the risk list in your assessment.

    Your pre-switch checklist

0 of 7 ready. Each open item becomes a line in your risk list.

    Keeps it quick

    • Switching on January 1, with no prior payroll to load
    • One state and one pay schedule
    • Benefits that are plain pre-tax deductions
    • A payroll admin who answers within a day

    Slows it down

    • A switch date in the middle of a quarter
    • Several states, or local taxes on the unsupported list
    • Many contractors paid through Gusto
    • Tax account numbers nobody can find

    11Three years of payroll fees

What Gusto costs over three years next to Zoho Payroll

Both charge a monthly base fee plus a fee per person. The gap widens with headcount, and widens again once you pay people in a second state, because Gusto moves multi-state to Plus. Set your numbers to compare.

The move itself has one cost on top: our migration fee, fixed in your signed BRD, so you can weigh it against three years of these numbers.

License prices only. Taxes, add-ons and discounts vary. Gusto at its standard US monthly list price. Zoho Payroll at Zoho’s US list price per organization plus per employee; optional Zoho services such as next-day processing or mailed W-2s cost extra. Already on Zoho One? Payroll Standard comes with it.

    12Why people leave Gusto

Why move from Gusto to Zoho Payroll?

Price, mostly, plus fit. Twenty people in one state run $169 a month on Gusto Simple and $129 on Zoho Payroll Standard billed yearly. Add a second state and Gusto Plus is $320 against $189 on Zoho Payroll Professional. If HR already lives in Zoho People and the books in Zoho Books, payroll stops being the one app on the side.

When Gusto is still the better home: if a big share of the people you pay are contractors, or you lean on Gusto’s HR advisors, staying may be the right call. Same if you need several pay schedules at once. We will say so on the first call.

    13Gusto migration questions

Gusto to Zoho Payroll migration FAQ

Quarterly returns, W-2s, states, contractors and cost. Anything else, bring it to a migration call; that first conversation is free.

What moves from Gusto to Zoho Payroll?

Your employees and their pay rates come in through Zoho Payroll’s employee and salary imports, along with withholding elections. This calendar year’s Gusto pay runs come across through Zoho’s Prior Payroll tool, which builds each person’s YTD wages, taxes, benefits and deductions. Benefits, deductions, garnishments, earning types, time off policies and PTO balances are set up and checked against Gusto.

Can we switch from Gusto to Zoho Payroll in the middle of the year?

Yes. Zoho Payroll lets you start at any point in the calendar year, as long as this year’s earlier pay runs are imported as prior payroll before your first Zoho pay run. That import has to happen first, because Zoho won’t accept prior payroll once you have processed a pay run. We still aim for the first day of a quarter, which keeps each quarterly return with one filer.

Who files Form 941 for the quarter we switch?

With a quarter-start switch, Gusto files every quarter it paid wages in, and Zoho Payroll files from the first quarter it pays in. If a switch has to happen mid-quarter, only one provider can file that quarter’s return, so the handoff is agreed with you and your CPA and written into the BRD before cutover.

Who sends W-2s for the year we switch?

Zoho Payroll, for the whole year, because it holds the Gusto pay runs as prior payroll. When you cancel Gusto you tell it not to file year-end forms, so employees get one W-2 each instead of two. We check that setting with you during hypercare.

Is Zoho Payroll available in my state?

Zoho lists single-state payroll for all 50 states on Standard, and multi-state payroll on Professional. A short list of state and local taxes is calculated but not remitted by Zoho Payroll, such as Hawaii SDI and New York paid family leave and SDI, so the employer pays those directly. We check your work locations against that list in the assessment.

    What doesn’t move from Gusto?

Payroll from earlier years, returns Gusto already filed and past pay stubs stay with you as an archive, because Zoho Payroll imports the current calendar year only. Tax account numbers, bank verification and portal invites are set up fresh. Contractors move to Zoho Books, and time tracking and onboarding move to Zoho People.

How do we pay contractors after leaving Gusto?

Zoho Payroll in the US is built for W-2 employees, so contractors are paid as bills in Zoho Books, which can e-file 1099-NEC forms. If contractors are a big share of the people you pay, we talk through whether that suits you before anything is signed.

Will anyone miss a paycheck during the switch?

That is what the side-by-side check is for. Gusto pays every period until a Zoho pay period has matched it, and the first Zoho run is approved at least four business days before payday so direct deposit lands on time. If anything looks off, Gusto pays that period and we fix it first.

Can Zoho Payroll keep two pay schedules like we had in Gusto?

Not today. Zoho Payroll runs one active pay schedule per organization, and the schedule can’t change after the first pay run. If you pay one group weekly and another semi-monthly in Gusto, we decide together during planning whether to merge them or keep one group on its own setup.

How long does a Gusto to Zoho Payroll migration take?

It depends on headcount, states, benefits and how far into the year you switch. We work back from a quarter start and your first Zoho payday, set Gusto’s last pay run as the stopper date, and the Migration BRD fixes every date in between. The planner on this page shows a sample calendar for your pay frequency.

How much does a Gusto migration cost?

Every move fits one of three packages, Quick Move, Standard Move or Complex Move, each with a fixed fee written into a signed BRD. Larger moves start with a paid Migration Assessment, and that fee is credited in full against the migration. The first call costs nothing.

Who signs off the Gusto migration?

Each team involved, usually payroll, HR and finance, names one contact, often its head, who signs the Migration BRD for their part and later confirms their sample employees in Zoho Payroll. Your overall project owner signs as well, and every sign-off is kept on record.

What happens to my Gusto account after go-live?

It stays open and read-only through hypercare so past stubs and returns are there to compare. You cancel it yourself, and only after you confirm Gusto has filed its last quarter and you have downloaded everything you want to keep.
